The Elihu M. Harris State Office Building, located at the corner of 14th and Clay Streets in downtown Oakland, opened on June 23,1998.

This building, along with historic Oakland City Hall, two new City office buildings, and the Federal Building comprise the Oakland Government Center. Within walking distance are the Alameda County Courthouse and Alameda County Administrative offices.

The 740,000 square-foot-building houses more than 1,800 State employees and includes parking for 400 vehicles. It is constructed of white cast stone, pewter glass, stain less steel and natural aluminum details.

A notable urban design feature is the project's glass atrium. The atrium allows the public to walk through the project without entering the building. Also, landscape and streetscape plans have been designed to reinforce continuous linearity of the primary axes, 15th Street and Clay Street, and to extend the project into its surroundings.
